Wetland Evaluations

TEC vs. Collier County

In response to reduced county funding, Collier County now performs wetland determinations up to 5 acres for a charge of $300/parcel.  TEC also provides this same service for oftentimes $300 or less and we:

  • Do not submit our findings to the State unless approved by the client!
  • Typically charge less then $300 for the initial evaluation and $100 for FDEP (State) verification of the findings
  • Do NOT require a costly boundary survey. (Collier County does require this)
  • Do NOT require the client to fill out a lengthy application form (Collier County does require this)
  • Do NOT require a costly sight line to be cut into the property.  (Collier County does require this)
  • Provide the results in an average 1-2 day turn-around period with a report of the findings quickly available to the client via e-mail.
  • Submit a site plan to the county which allows for the construction of a residence in onsite uplands (Providing an ERP permit can be avoided) with no environmental building permit holds.  Alternatively, Collier County will require the applicant to create a separate site plan and submit it to the county for review whenever wetlands are present on site- even when an ERP permit will not be required.
  • Provide the applicant with an ERP permit cost estimate/analysis based on site-specific conditions and home specifics.  Collier county will NOT provide this information.
  • Can assist the applicant with obtaining ERP permits when an ERP permit is deemed necessary.  The cost to obtain ERP permits is refunded when TEC is hired to assist the land owner thru this process.
  • Are highly familiar with the ERP permit process and building requirements- Collier County staff are not experienced with obtaining ERP permits.  
  • Are willing to discuss the broader details of the project Monday-Friday and quickly return calls when not immediately   available.
  • Have completed wetland determinations and ERP permits years longer than County staff.

LEE county requires FDEP-verified wetland determinations on all parcels containing US Soil and Water Conservation District mapped hydric soils.  Collier County requires wetland inspections on all parcels prior to the release of county building permits. 

Please contact TEC if you would like to know if a property is located within a hydric soils mapping unit. 

The new FEMA rate maps and supplemental information is now available thru Collier County Land Development Services' website.

Find out if your property will require mandatory FEMA flood insurance.  The deadline for applying for a variance from mandatory flood insurance is approaching and should the land immediately surrounding your structure or property be higher then the mandatory base flood zone elevation, you may be eligible for this variance thru a "Land Elevation Certificate" completed by a certified land surveyor.  Obtaining exemption from future FEMA insurance will be a strong incentive for all future buyers interested in the subject property.  Should the applicant not qualify for a Variance, an alternative LOMA may be an alternative option.  To qualify for a LOMA, the lowest habitable floor of the home must be high enough above the flood elevation thereby reducing your insurance premiums, potentially to zero, depending on height.

2009- Collier County LDC INTERIM WATERSHED MANAGEMENT REGULATIONS will limit building "footprint" size and location

2009- In an effort to control flooding and water quality concerns, Collier County LDC Storm water Management System Requirements has now implemented limits on the total sq. footage of impermeable (by water) areas.  Total square footage of enclosed residences and structures are also being regulated.  Based on the new requirements, a 1.14 acre lot will require the applicant to not exceed 3,401.2 sq. foot of enclosed space and no more than 5051.2 sq. ft. of impervious area.  As an example, a typical 1,600 sq. foot home (including garage and pool deck) with no other paved areas or structures and a typical 12' wide limestone or paved driveway* may only reach 270' rearward the road.  A 3,400 sq. foot home may only reach 120 rearward the road.  Properties in the PUD of Golden Gate Estates are 660' deep.
